Sealed Bids for the construction of the Magee Industrial Site: Contract C- Gravity Sewer Line will be received by the Pontotoc County Board of Supervisors, at the Chancery Clerk’s office, 34 S. Liberty Street, Pontotoc, MS 38863, until 10 a.m. on Monday, December 20th, 2021at which time the Bids received will be publicly opened and read.
The Project consists of construction gravity sewer mains and appurtenances.

Contract Documents and Plans can be viewed and/or purchased at Engineering Solutions, Inc. plan room at www.esiplans.com. Deposit is non-refundable. Should a bidder choose to submit a bid electronically in place of a sealed bid, it may be submitted at www.esiplans.com. Questions regarding website registration, online plan and
document(s) purchase, or electronic bidding, please call Plan House Printing at (662) 407-0193. This project will be partially funded with Federal funds from the Tennessee Valley Authority InvestPrep Program and the Appalachian Regional Commission (ARC) and therefore is subject to the Federal laws and regulations associated with that program. Each bid submitted must be marked on the outside “Magee Industrial Site Improvements: Contract A”. Any bid in excess of $50,000 must contain on the outside of the envelope the contractor’s current certificate of responsibility
number, and no bid shall be opened or considered unless this number appears on the outside of the envelope or unless a statement is included on the outside of the envelope indicating that the bid enclosed does not exceed $50,000. When bidders chose to submit bids electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the
exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.

A satisfactory Bid Bond executed by the Bidder and an accepted Surety, a certified check, or bank draft payable to the PONTOTOC COUNTY BOARD OF SUPERVISORS, MISSISSIPPI, on negotiable U.S. Government Bonds (at par value), shall be submitted with each bid in an amount equal to five percent (5%) of the total bid. In the letting of public contracts, preference shall be given to resident contractors, and a nonresident bidder
domiciled in a state having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidder’s state awards contracts to Mississippi contractors bidding under similar circumstances; and resident contractors actually domiciled in Mississippi, be they corporate,
individuals, or partnerships, are to be granted preference over nonresidents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident. When a nonresident contractor submits a bid for a public project, he shall attach thereto a copy of his resident state’s
current law pertaining to such state’s treatment of nonresident contractors.

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located. Bids may be held up to 90 days from the date of opening for review of bids and qualifications of bidders prior to Contract award.

The Pontotoc County Board of Supervisors, MS reserves the right to reject any or all bids or to
waive any informalities in the bidding.
