Sealed Bids for the construction of the WATER SYSTEM IMPROVEMENTS, PHASE THRE- DISTRIBUTION IMPROVEMENTS will be received by HOLCUT-CAIRO WATER ASSOCIATION, at the office of Engineering Solutions, Inc., 1324 N. Veterans Blvd., Tupelo, MS 38804 until10:00 a.m. on March 8th 2023 at which time the Bids received will be publicly opened and read aloud.
SCOPE OF WORK: The Project consists of constructing a 200 GPM Water Pump Station and approximately 15,000 feet of 8 and 6 inch waterline.

Bids will be received for a single prime Contract. Bids shall be on a Unit Price basis as indicated in the Bid Form. Contract Documents, including Drawings and Specifications, are being made available via paper copy or digital copy. Plan holders are required to log-in or register for a plan room account at www.esiplans.com to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid Documents are non-refundable and must be purchased through the website. For anyone interested in submitting bids electronically in place of sealed bid,they may do so only through www.esiplans.com. Partial sets of Bidding Documents will not be available and neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the plan room.
Bid security and other requirements shall be furnished in accordance with the Instructions to Bidders.
SUBMITIAL OF ELECTRONIC BIDS: Each electronically submitted bid must be submitted in "pdf" format and shall contain the same information and forms as required for the paper bids. Note- electronic bids must be secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void by the owner.
This project is being funded by the USDA- Rural Development and is subject to the rules and regulations thereof. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A- Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.
The de minimis and minor components waiver apply to this contract.
