Sealed Bids for the construction of the PHASE ONE WATER SYSTEM IMPROVEMENTS will be received by WHEELER-FRANKSTOWN WATER ASSOCIATION, at the office of Engineering Solutions, Inc., 1324 N. Veterans Blvd., Tupelo, MS 38804 until10:00 am on April 25th, 2023 at which time the Bids received will be publicly opened and read aloud.

SCOPE OF WORK:  The Project consists of the installation of approximately 15,000 feet of 6 inch waterline.

Bids will be received for a single prime Contract.  Bids shall be on a Unit Price basis as indicated in the Bid Form.  Contract Documents, including Drawings and Specifications, are being made available via paper copy or digital copy. Plan holders are required  to log-in or register for a plan room account at www.esiplans.com to view and order Bid Documents.  All plan holders are required to have a valid email address for registration.  Bid Documents are non-refundable and must be purchased through the website. Bid security and other requirements shall be furnished in accordance with the Instructions to Bidders. SUBMITIAL OF ELECTRONIC BIDS: Each electronically submitted  bid must be submitted in "pdf"  format

and shall contain the same information and forms as required for the paper bids. Note- electronic bids must be secured with  a bid bond.   In the event that  an electronically submitted  bid has a corrupted attachment, the bid will be considered null and void by the owner.

This project is being funded by the USDA- Rural Development and is subject to the rules and regulations thereof.  Domestic Preference: This project is subject to the American Iron and Steel (AIS) requirements mandated by Section 746 of Title VII of the Consolidated Appropriations  Act of 2017 (and subsequent statutes).

This project is subject to the Build America, Buy America Act (BABAA) requirements  under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project  must be produced in the United States.

The following waivers apply to this Contract: AIS De Minimis, AIS Minor Components, BABAA De Minimis and BABAA Minor Components.
